Both Verbotene Liebe and Alles Was Zählt (as well as Gute Zeiten Schlechte Zeiten which had many lesbian storylines), as well as Verrückt nach Clara (a miniseries, home of Simon (bi) and Paul (gay) had some love scenes) are all produced by ufaVerbotene Liebe (home of Tom and Ulli and the raciest gay love scene on a soap opera so far), Lindenstrasse (which had the first gay character, gay kiss and gay wedding) and Marienhof (which had a gay storyline last fall and has lesbian storylines too) all air on Das Erste alias ARD (which I believe if partly owned by the state). (I thought that interesting particularly in the light of how the majority of all LGTB characters in the US end up on ABC which has Desperate Housewives, Brothers & Sisters and Ugly Bettty).

I don't think that this means anything because the UFA is the biggest tv producer in Germany with only very small companies following. And the ARD is still the biggest tv channel. Other stories air on private channels like DeRo (AWZ) on RTL or Verrückt nach Klara and Mit Herz und Handschellen on Sat1. And most of the gay entertainers/comedians have contracts with private channels like Hape Kerkeling and Dirk Bach with RTL, Hella von Sinnen with Sat1, Thomas Hermanns with Pro7 (and so many more).
