Could be. I haven't been following this story very closely. From those two clips it looks like Jude is just trying to figure himself out.

So.. are they going to recast Jesus? I'm confused. Why did Jake T. Austin leave anyway? It wasn't too long ago that the guy praised the showrunners for taking on such an important topic.

Looks like they're headed for an argument. So far Jude hasn't exactly been overcome with joy that he's in his first relationship. I think he'll get more into it, though, and they'll have a lot of happy times together this season.
This is a wonderful show. Those Fathers Day scenes were well done. I really like Jude's dad. He helped Jude a lot by his reaction. Connor's dad is not as likeable, but it's clear that underneath it all he deeply loves Connor.

It's a good thing that sweet transgender person talked some sense into Jude. He was becoming a real party-pooper. Of course, he'll only admit to being gay for Connor. I think someday he'll be straight for some girl, but that day might be far away.
They're being VERY conservative about showing physical intimacy. I guess I don't blame them since they're so young and it is the Family channel.
It's a shame nobody on this site wants to talk about this show.

I pay a little bit of attention to the Fosters, though I'll admit I don't keep up to date with it quite as well I do with other shows. And I haven't watched all of their story, either. I should go back and watch some of it; I know there has been build up to this moment. At any rate, I also liked the guy (I forget his name) talking to Jude about labels. I don't blame Jude for being apprehensive about labels. I've said before that I think Jude is trying to figure himself out, and I still think that's the case. He likes Connor, but he seems unsure of himself (which is reasonable considering his age). It's possible Jude will end up with a girl later, but for now he doesn't seem to have a big problem being with Connor. I also don't blame Connor for being wary of what Jude's attitude might mean about the way he feels. From what I've seen, I think that the show has the right tone for guys their age (and, as you say, because it is the Family Channel). If they were a few years older I would expect more physicality.

I watch the show regularly so feel free to start up any topic and I'll be there~! Anyway, you know, I sometimes question if the reason for their conservation is really the boys' ages. In the show, isn't Marianna only a year older than Jude? I mgiht be wrong and I know they are young but I wouldn't mind some physical affection every now and then.. It doesn't have to be kisses. I want them to have more intimate moments like that dance... without it coming after an almost breakup. But what's up with that guy that was talking to Connor? Just because Jude and Connor are in a relationship, Jude has to be gay? He could be bi or demi or whatever he is... Am I the only one who felt it was completely unnecessary on his part? And the guy talking to Jude's name is Cole

This is one of my favorite shows, and I'd be happy to talk about it. I loved the scene between Cole and Jude, it was my favorite of the episode. I also think it's great that they have an actual transgender actor playing Cole. He's actually going through transition on tv, and that is so brave of him.

I had been following The Fosters off and on since it began, but when the relationship between Jude and Connor began to develop its current direction I went back and watched their scenes from the start. It was interesting to see that the writers seemed to have the Jude/Connor romance as a possibility perhaps from the beginning.
The physical intimacy they are showing is probably governed by the venue ("ABC Family") and perhaps by the ages of the actors. I have no idea what would be an authentic depiction for two apparently middle-class thirteen year old charter school students in San Diego in 2015, but I expect American basic cable to be somewhat conservative. So far we've seen one on-screen kiss (and been told about one that took place off-screen), they've held hands multiple times, and slow-danced together. Would that be about the sum of it for kids like them, or would they be more adventurous?
I think the most sexually charged scene was actually the wrestling match in the back yard before the on-screen kiss. I read that as two boys who were attracted to one another and compelled by their attraction to make physical contact, even if they didn't understand the need they were answering to.
The writers/producers could be a bit more open about that part of the characters' relationship in indirect ways. Stef and Lena could discuss whether or not to talk to Jude about safe sex. Adam (Connor's father) could have an issue with the boys having access to condoms. Daria and Taylor (the boys' school friends) could discuss Jude and Connor. (Taylor had no problem telling Jude that Connor and Daria were "probably having sex" in an episode last season.) Middle brother Jesus (just recast) would probably be the sibling most likely to tease Jude about making out with Connor. All of that could be done without any on-screen intimacy between Jude and Connor.

This is an amazing show in many ways. It's amazing when you think about how much progress has been made to bring it about. It's amazing, too, that it's on the ABC Family channel. I can only imagine the comments that social conservatives make about this show.
I think they are being overly cautious with the intimacy. There was a moment after Jude told Connor that he was super gay for him when there should naturally have been a kiss. That there wasn't one really stood out as unnatural and jarred the viewer out of the moment, I think. You become aware that there's some kind of intimacy ban in place. A quick peck would have been sufficient.
Now that Jude seems to have resolved his label issues, I wonder if we're going to see him actually enjoying being in a relationship with Connor. So far he hasn't been into it at all.

So far he hasn't been into it at all. I was expecting a kiss at that moment as well. It did seem strange. I also think it will be hard to see their relationship as much more than friendship if they keep it the way it is. Beyond the dance and the rare hand holding their relationship doesn't seem all that different than how they were as just friends. I get that they're young, but we saw more from Connor and Daria, and he wasn't really into her. I'm not expecting full on make out scenes of Jude and Connor, but the show needs to do something to show how their relationship has changed.

I agree that it wasn't necessary for Jude to label himself, and he didn't, but he could have easily admitted he was "gay for Connor" from the start and avoided all the drama - but where would be the entertainment value in that?
There could be any number of reasons for the glaring lack of a kiss at the prom. I have the feeling that the show, like the media, views a kiss between the boys as a Big Moment, hence they are going to use it sparingly. Or maybe they felt it's too much to demand from young actors, or their chaperones protested, or they were wary of another backlash from homophobes.
I definitely get the vibe that Jude's next love interest will be a girl. I hope they won't write out Connor if that happens, because he's an interesting character in his own right, not just as Jude's boyfriend, and the actor seems like a genuine straight ally.
